Model Answer:

Whether the state should renumerate a parent in a couple to stay at home to care for their young child is a debatable subject. While some of the parents feel the costs of childcare seem to be increasing, others who do not have children may be opposed to this idea. I feel it would not be a sustainable policy for a country in the long run.

The advantages of this strategy would mainly be from the perspective of the parents. Firstly the parents would not have to pay for childcare. This would act as a form of support during what can be stressful and expensive time. Secondly children may form a better attachment to their parent as this policy would encourage parents to spend more time with their child. Studies have shown a stranger parental attachment creates a more functional family. Finally the working parent may feel less concerned knowing the other parent was at home caring for their child as opposed to a hired nanny. Particularly as a number of child abduction cases have been reported in the media where the nanny was the perperator.

The disadvantages affect other members of the population and the state as a whole. Firstly the biggest issue is finding who will pay for this? Further the expense care because exponential if people have a number of children. This will encourage the growth of the population with a resultant demand on the healthcare systems, housing availability and job market. Secondly if this is funded by the taxpayer this will not well with childless members of the population who may prefer the funds be used for other purposes. Finally, the state may find itself paying a parent who would otherwise have been unemployed. For example a financially wealthy person may not be in need of government funding, this policy may force the government to spend money in an area when there are more worthy causes.

In conclusion I feel implementing this policy would send an impartial message to society and would be unsustainable.
